CICLOS HEGEMÔNICOS E PODER NAVAL: UMA ANÁLISE TEÓRICADAS TRANSIÇÕES HEGEMÔNICAS NO SISTEMA INTERNACIONAL

Resumo

Este artigo dedica-se a investigar a relação entre a variável “poder naval” e as transições hegemônicas no sistema internacional, relacionando teoricamente os ciclos de acumulação sistêmica e os ciclos de supremacia naval. Nesse sentido, importa ressaltar dois fatores. Primeiro, as fases de expansão material (DM) e de expansão financeira (MD’) têm impactos no poder marítimo das nações e, segundo, os momentos de sucessão entre duas hegemonias são marcados por conflitos interestatais, nos quais as capacidades militares dos países são imprescindíveis nesta transição, e historicamente, as Marinhas têm papel fundamental neste processo. Para tal, foi realizada uma revisão teórica e bibliográfica acerca dos temas das sucessões hegemônicas, mais especificamente da teoria dos ciclos de acumulação sistêmica de Arrighi; do poder naval, desde a obra de Mahan, e dos ciclos de supremacia naval, partindo do trabalho de Rasler e Thompson. Concluindo que o poder naval teve influência nas transições hegemônicas históricas.

HEGEMONIC CYCLES AND SEA POWER: A THEORETICAL ANALYSIS OF HEGEMONIC TRANSITIONS IN THE INTERNATIONAL SYSTEM

Abstract: This paper is dedicated to investigate the relationship between the variable "sea power" and hegemonic transitions in the international system, theoretically relating the cycles of systemic accumulation and cycles of naval supremacy. In this sense, it is important to highlight two factors. First, as the phases of material expansion (MC) and financial expansion (CM'), have an impact on the maritime power of nations and, secondly, the moments of succession between two hegemonies are marked by inter-state conflicts, in which the military capabilities of the countries are essential in this transition, and historically the navies play a fundamental role in this process. For this, a theoretical and bibliographical revision was made on the themes of the hegemonic successions, more specifically on Arrighi's Systemic Cycles of Accumulation Theory, of the naval power, starting from the work of Mahan, and of the naval supremacy cycles, starting from the work of Rasler and Thompson. Concluding that naval power had influence in historical hegemonic transitions.
