AS EMPRESAS MILITARES PRIVADAS NAS NOVAS GUERRAS: O EXEMPLO DE SERRA LEOA

Resumo

Este artigo visa abordar a participação das Empresas Militares Privadas (EMP) no conflito de Serra Leoa (1991-2002). Para tal, é feita uma análise do contexto onde este fenômeno está inserido: as novas guerras. Ainda, as mudanças trazidas por essa nova forma de conflito afetam diretamente os atores envolvidos no conflito armado, com a participação crescente dos atores não estatais. Além das novas guerras, percebe-se que tendência mundial da privatização impacta também o setor da segurança internacional, antes monopolizado pelo Estado. A partir da análise do desempenho das EMP no conflito de Serra Leoa, infere-se que as novas guerras contribuem para a alteração do modus faciendi do conflito armado, por meio privatização da violência nos moldes do capitalismo global, o que transforma as relações entre civis e militares e atenua ainda mais a distinção entre as esferas pública e privada.
