O OCIDENTE-CENTRISMO NOS ESTUDOS ESTRATÉGICOS: ORIGEM, PROBLEMAS E A BUSCA POR UMA PERSPECTIVA GLOBAL

Resumo

Este artigo apresenta a origem dos Estudos Estratégicos como área de conhecimento científico e identifica o ocidente-centrismo, presente desde sua concepção, como um problema que dificulta a correta interpretação dos eventos e dinâmicas de segurança globais, ao mesmo tempo que fornece uma visão paroquial e periférica para a área, dificultando a proposição de soluções adequadas para a realidade da grande maioria dos países. A partir da ampliação epistemológica ocorrida no final dos anos 1970, apresenta-se a evolução da área com o acréscimo de novas perspectivas e ferramentas de análise, as quais, entretanto, não extinguem o problema. Por fim, são apresentadas algumas propostas que visam combater o ocidente-centrismo identificado, propondo soluções para tornar a área mais global, de forma a incluir a realidade dos países periféricos e suas questões de segurança como relevantes para uma melhor compreensão dos eventos e das agendas de segurança internacional.

WEST-CENTRISM IN STRATEGIC STUDIES: ORIGIN, PROBLEMS AND THE SEARCH FOR A GLOBAL PERSPECTIVE.

ABSTRACT: This article presents the origin of Strategic Studies as an area of scientific knowledge and identifies West-centrism, present since its conception, as a problem that hinders the correct interpretation of global security events and dynamics, while providing a parochial and peripheral vision for the area, making it difficult to propose adequate solutions for the reality of the vast majority of countries. Starting from the epistemological expansion that occurred in the late 1970s, the evolution of the area is presented with the addition of new perspectives and analysis tools, which, however, do not eliminate the problem. Finally, some proposals are presented that aim to combat the identified Western-centrism, proposing solutions to make the area more global, in order to include the reality of peripheral countries and their security issues as relevant for a better understanding of international security events and agendas.
