O PAPEL DO ESTADO-MAIOR DO EXÉRCITO NO DESENVOLVIMENTO DO SERVIÇO DE AVIAÇÃO MILITAR (1911-1921)

Resumo

O presente artigo abordará de forma exploratória o processo inicial de organização do Serviço de Aviação Militar pela atuação do Estado-Maior do Exército Brasileiro. O citado órgão de assessoramento e planejamento do Ministério da Guerra, com a cooperação da Missão Militar Francesa, teve uma atuação fundamental na estruturação de instâncias responsáveis pela execução de atividades aéreas, papel, muita das vezes, esquecido pela historiografia militar. Identificaremos aqui o contexto no qual a capacitação do pessoal militar, a definição de missões e o estabelecimento de uma orientação doutrinária harmônica e coerente se foram viabilizadas, elementos que permitiram iniciar o esforço para conquista das capacidades militares voltadas para o preparo e emprego dos meios aéreos. Para levar a cabo essa empreitada, constituímos nosso corpus documental reunindo os relatórios anuais do Estado-Maior do Exército (EME), decretos e regulamentos promulgados pelo Ministério da Guerra, alguns documentos da Missão Militar Francesa e notícias dos principais periódicos do Rio de Janeiro.

THE ROLE OF THE ARMY GENERAL STAFF IN THE DEVELOPMENT OF                              THE MILITARY AVIATION SERVICE (1911-1921).

Abstract: This article will explore the initial process of organizing the Military Aviation Service through the actions of the Brazilian Army General Staff. The aforementioned advisory and planning body of the Ministry of War, with the cooperation of the French Military Mission, played a fundamental role in structuring the bodies responsible for executing air activities, a role that is often forgotten by military historiography. Here, we will identify the context in which the training of military personnel, the definition of missions, and the establishment of a harmonious and coherent doctrinal orientation were made possible, elements that allowed the beginning of the effort to acquire military capabilities aimed at the preparation and use of air resources. To carry out this endeavor, we constituted our documentary corpus by bringing together the annual reports of the Army General Staff (EME), decrees and regulations issued by the Ministry of War, some documents of the French Military Mission, and news from the main periodicals in Rio de Janeiro.
