Satélite Geoestacionário de Defesa e Comunicações Estratégicas (SGDC): possibilidades de Transferência de Tecnologia (TT) para a indústria espacial brasileira

No presente artigo realiza-se uma análise do Projeto SGDC, quanto às possibilidades de transferência de tecnologia (TT) da empresa estrangeira contratada para a indústria espacial e de defesa nacional, com abordagem qualitativa e estudo da capacidade de absorção das empresas nacionais, vinculadas ao processo de transferência. Foi abordado o acordo internacional de TT realizado, identificando-se os fatores relevantes ocorridos durante o processo e analisadas as respostas dos gestores das empresas nacionais, fundamentadas em entrevistas semiestruturadas, realizadas no ambiente do cessionário. Observa-se que o Projeto SGDC tem proporcionado ganhos técnicos em aprendizagens tecnológicas para as empresas envolvidas, porém, é necessária maior efetividade da atuação do Estado na definição de critérios contratuais dos processos de transferência de tecnologia, bem como no desenvolvimento de novos projetos de satélites que permitam o avanço da experiência nacional em lançamentos espaciais.

ABSTRACT: This research analyzed the Program of the SGDC, with a view to the possibilities of technology transfer from foreign company to the space industry and national defense, with a qualitative approach and study of the absorptive capacity of the national companies, linked to the transfer program. It was characterized the international technology transfer agreement, with the identification of clauses related to the integration by national company and possibilities of technology transfer inherent to the Project, identifying the critical factors and relevant success factors that occurred during the process of technology transfer. Also, an analysis of the responses of the managers of the national companies, based on semi-structured interviews carried out in the assignee's environment. It is noted that the SGDC Project provided technical gains in technological learning for the companies involved, however, it is necessary to increase the effectiveness of the State's performance in defining the contractual criteria of the technology transfer processes, as well as in the development of new projects of that allow the national experience in space launches.
