O BRASIL NO REGIME INTERNACIONAL SOBRE NÃO PROLIFERÇÃO NUCLEAR DE 1968 A 1998: DA NEGAÇÃO À ADESÃO DO TRATADO DE NÃO PROLIFERAÇÃO NUCLEAR

Resumo

O Tratado de Não Proliferação Nuclear (TNP) foi criado em julho de 1968 e entrou em vigor em março de 1970. O Brasil, entretanto, somente aderiu ao Tratado em 1998. O presente trabalho, por meio da revisão integrativa da literatura, tem como objetivo verificar quais são as diferentes explicações por trás da não adesão do Brasil em 1968 e da sua adesão em 1998, assim como realizar uma categorização dessas diferentes explicações. Verificam-se cinco teses distintas para explicar a não adesão ao TNP e doze para explicar a adesão. Ao longo desses trinta anos, houve fatores sistêmicos, como o fim da Guerra Fria, e domésticos, como a redemocratização, que são relevantes para análise. Nota-se que há maior interesse em estudar a adesão por causa de sua aproximação cronológica, seu destaque na agenda política do país e a extensão de seu processo decisório.

ABSTRACT: The Nuclear Non-Proliferation Treaty (NPT) was created in July 1968 and entered into force in March 1970. However, Brazil only adhered to the Treaty in 1998. The present paper is an integrative literature review that aims to verify what are the different explanations behind Brazil's non-adherence in 1968 and its adherence in 1998, as well as to categorize these different explanations. There are five different theses to explain the non-adherence to the NPT and twelve to explain the Brazilian adherence. Over these thirty years, there have been systemic factors, such as the end of the Cold War, and domestic factors, such as re-democratization, that are relevant for the analysis. It is noticeable that there is a greater interest in studying adherence because of its chronological approach, its prominence in the country's political agenda and the extension of its decision-making process.
