A INDÚSTRIA AEROESPACIAL BRASILEIRA: ESPECIFICIDADES E CONTRASTES ENTRE OS SETORES AERONÁUTICO E ESPACIAL NO BRASIL

Resumo

Na segmentação da Base Industrial de Defesa (DIB), os setores aeronáutico
e espacial são geralmente agrupados em um único grande setor industrial:
aeroespacial. No Brasil, esse setor é o de maior participação no DIB e
também apresenta a maior participação internacional, representando uma
exceção, não apenas no setor militar, mas entre todos os setores de alta
tecnologia do setor brasileiro como um todo. No entanto, quando analisados
separadamente, esses dois setores têm características diferentes e até
contrastantes, embora tenham sido originários do mesmo centro de
pesquisa, o Centro Técnico de Aeronáutica (CTA). Enquanto o setor
aeronáutico alcançou alta competitividade com participação destacada no
mercado internacional, o setor espacial seguiu uma trajetória errática, com
sucessos parciais e algumas falhas. Além disso, as políticas públicas
adotadas nos dois setores sempre foram muito diferentes, dificultando a
agregação de análises. Nesse sentido, é necessário avançar no
entendimento da indústria aeroespacial por meio de um estudo que busque
caracterizar e analisar os setores aeronáutico e espacial brasileiro
separadamente, identificando suas principais demandas e deficiências e,
assim, contribuir para a formulação de políticas públicas específicas . Este
artigo propõe fazer essa comparação entre os setores aeronáutico e espacial
brasileiro a partir dos dados de um projeto de pesquisa mais amplo,
denominado Mapeamento da Base Industrial de Defesa do Brasil. Na
pesquisa, são contrastadas informações sobre evolução histórica,
determinantes da demanda, estrutura de mercado e tecnologia, concluindo
com uma análise das condições competitivas em cada setor. A diversidade
de caminhos seguidos pelos dois setores, desde a influência e o papel do
Estado, estratégias de negócios, embargos de tecnologia, entre outros
fatores, pode fornecer respostas sobre a grande diferença entre os setores

The Brazilian Aerospace Industry: specificities and contrasts between the aeronautical and space

sectors in Brazil

Abstract: In the segmentation of the Defense Industrial Base (DIB), the aeronautical and space sectors are usually grouped into a single large industrial sector: aerospace. In Brazil, this industry is the one with the greatest participation in the DIB and also presents the highest international participation, representing an exception, not only within the military industry, but among all the high-tech sectors of the Brazilian industry as a whole. However, when analyzed separately, these two sectors have different and even contrasting features, although they have both originated from the same research center, the Aeronautics Technical Center (CTA). While the aeronautical sector has achieved high competitiveness with outstanding participation in the international market, the space sector has followed an erratic trajectory, with partial successes and some failures. In addition, the public policies adopted in both sectors have always been greatly different, making it more difficult to aggregate analyses. In this sense, it is necessary to advance the understanding of the aerospace industry through a study that seeks to characterize and analyze the Brazilian aeronautical and space sectors separately, identifying their main demands and deficiencies and, thus, contribute to the formulation of specific public policies. This article proposes to make this comparison between the Brazilian aeronautics and space sectors from the data of a wider research project, called Brazilian Defense Industrial Base Mapping. In the research, information about historical evolution, determinants of demand, market structure and technology is contrasted, concluding with an analysis of the competitive conditions in each sector. The diversity of the paths followed by the two sectors, from the influence and role of the state, business strategies, technology embargoes, among other factors, can provide answers regarding the large difference between the Brazilian aeronautical and space sectors.
