Abstract: This work investigates the role played by the SNI in the 1968 political crisis that resulted in the enactment of AI-5. The act was a decision taken by the majority of the members of the National Security Council (CSN) based on information from the national situation and on the estimate made by the National Information Service (SNI). The intelligence service commanded by General Médici played a central role in the outcome of the 1968 crisis by producing information that legitimized the military leaders in the decision to intensify authoritarianism. The AI-5 decision was based on the estimate that the counter-revolution was underway in the country. The unfolding of the estimate formulated by the SNI was the proposition expressed by President Costa e Silva at the CSN meeting on December 13: "either the Revolution continues - or the Revolution disintegrates". Both the estimate produced by the SNI and the maxim presented by Costa e Silva were shared by the military ministers who are members of the CSN and pointed to the need to strengthen internal security measures, greater military intervention in the political process and expansion of the tasks of the information community.
