DESARMAMENTO NUCLEAR E O PROCESSO P5: HISTÓRIA E ANÁLISE CRÍTICA

Resumo

O Tratado de Não Proliferação de Armas Nucleares (TNP) define duas classes de Estados: os não nuclearmente armados – NNWS, na sigla em inglês, e os nuclearmente armados – NWS. Enquanto os primeiros comprometeram-se a não possuir armas nucleares e usar material nuclear para fins exclusivamente pacíficos, os NWS têm a posse de tais armas legitimadas, comprometendo-se, entretanto, a proceder a seus desarmamentos em futuro não especificado. O “Processo P5” (“P5 Process”), prática iniciada em 2008, é a resposta destes últimos às demandas visando seus  desarmamentos nucleares. Este artigo busca analisar a atuação do Processo P5 neste âmbito, das primeiras reuniões multilaterais entre seus Estados-membros até a X Conferência de Revisão, realizada em 2022. Ele aponta, ao mesmo tempo, as dificuldades de avanços nesse desiderato e suas consequências para o regime de não proliferação nuclear.

ABSTRACT: The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) defines two classes of states: the non-nuclear-weapon states (NNWS), and the nuclear-weapon states (NWS). Whereas the former have committed themselves not to possess nuclear weapons and to use nuclear material for peaceful purposes only, the latter have had the possession of such weapons legitimized. Nevertheless, they have pledged to effect their disarmament in an unspecified future. The “P5 Process”, organ that emerged in 2008, is the Nuclear Powers' response to the demands aimed at their nuclear disarmament. This article seeks to analyze the performance of the P5 Process in this context, from the first multilateral meetings between its member states to the Tenth Review Conference, held in 2022. It points out, at the same time, the difficulties in advancing this goal and its consequences for the nuclear non-proliferation regime.
