O PROGRAMA KC-390 E A PROJEÇÃO INTERNACIONAL DO BRASIL

Resumo

O presente artigo se apresenta como um estudo de caso do programa KC-390. Será analisado o panorama cooperativo em curso, observando suas particularidades. Tencionará diferenciar, também, um processo cooperativo de trajetória ascendente de um

de trajetória descendente, através da comparação entre o KC-390 e o Unasur-1, dois programas desenvolvidos na América do Sul, compartilhando tanto países participantes quanto o mercado potencial no âmbito regional. Haverá a análise do programa face às condicionantes internas que afetam tanto o programa quanto o complexo científico-tecnológico-industrial brasileiro. Ademais, os países participantes do processo cooperativo serão analisados, elucidando a forma pela qual os mesmos se inserem no programa brasileiro. Por fim, buscará responder se a aeronave pode ser considerada um instrumento pleno de projeção internacional e de que forma contribui para o fortalecimento dos instrumentos de hard power do Brasil.

The KC-390 Program and the Brazilian Power Projection

ABSTRACT: The following article is presented as a case study of the KC-390 program. The cooperative scene in progress will be analyzed, observing its particularities and the reasons why it was conceived. It will differentiate also a cooperative process of upward trajectory from one that present a downward trajectory, by comparing the KC-390 and the Unasur-1, two programs developed in South America, sharing both some of the participating countries and the potential market at the regional level. There will be an analysis of the program by evaluating internal factors affecting both the program and the scientific-technological-industrial complex of Brazil. Finally, the countries participating in the cooperative process will be analyzed, elucidating the way in which they fit into the Brazilian program. This article will seek thus respond if the aircraft can be considered a full instrument of international projection and how it contributes to the

strengthening of the Brazilian instruments of Hard Power.
