POLÍTICAS PÚBLICAS, ECONOMIA DE DEFESA E PROGRAMAS ESTRATÉGICOS DE DEFESA: A CONVERGÊNCIA NECESSÁRIA
Resumo
Este estudo tem como objetivo geral analisar a dinâmica presente na relação entre a lógica que orienta as Políticas Públicas, a Economia de Defesa e os Programas Estratégicos de Defesa. O foco central da análise será o de identificar e compreender os pontos convergentes, assim como os divergentes, presentes nas metodologias que orientam essas duas áreas do conhecimento e os resultados práticos obtidos no desenvolvimento de Programas Estratégicos na área da Defesa. Destaca-se que, atualmente, os esforços dos Estados na atualização e no fortalecimento dos sistemas de Defesa são cada vez mais complexos e intensos, principalmente em função das incertezas e imprevisibilidades que caracterizam o atual cenário internacional. Esta é uma área que envolve ações complexas, com longo tempo de maturação e com altos custos, o que demanda elevada racionalidade na alocação dos recursos possíveis e necessários, tendo em vista os resultados pretendidos na capacitação em Defesa e o alcance do objetivo político de projeção de poder almejado. Sendo a Defesa uma responsabilidade do Estado e, portanto, um bem público de interesse da sociedade, e considerando os elevados custos envolvidos e a respectiva competição por recursos com outras áreas também relevantes para a sociedade, a compreensão do processo para o atendimento da demandas de Defesa implica em domínio e controle do processo de elaboração e condução de políticas públicas, dos princípios e da dinâmica presentes na organização da Economia de Defesa, bem como na complexidade, traduzido em organização, financiamento, integração e implementação, de Programas Estratégicos de Defesa. Assim, a justificativa deste estudo reside em contribuir com a literatura atual que abrange essas áreas, bem como auxiliar na compreensão da relação entre Políticas Públicas, Economia de Defesa e Programas Estratégicos de Defesa no Brasil.

ABSTRACT: This study has the objective of analyzing the dynamics present in the relationship between the logic that guides Public Policies, the Defense Economy and Strategic Defense Programs. The central focus of the analysis will be to identify and understand the converging points, as well as thedivergentones, present in the methodologies that guide these two areas of knowledge and the practical results obtained in the development of Strategic Programs in the area of Defense. It is note worthy that, currently, the efforts of States to update and strengthen Defense systems are increasingly complexand intense, mainly due to the uncertainties and unpredictability that characterize the current international scenario. This is an area that involves complexactions, with long maturation time and high costs, which demands high rationality in the allocation of possible and necessary resources, taking into account the intended results in Defense training and the achievement of the political objective of projection of desired power. Since Defense is a responsibility of the State and, therefore, a public good of interest to society, and considering the high costs involved and the respective competition for resources with other areas also relevant to society, understanding the process for meeting defense demands Defense implies mastery and control of the process of preparing and conducting public policies, the principles and dynamics present in the organization of the Defense Economy, as well as the complexity, translated into organization, financing, integration and implementation, of Strategic Defense Programs. Thus, the justification for this study lies in contributing to the current literature that covers these areas, as well as helping to understand the relationship between Public Policies, Defense Economics and Strategic Defense Programs in Brazil.
